tweaking the pacemaker & meds

My mother-in-law, 85, got a pacemaker 2 yrs ago and continues to have occasional atrial fibrillations as well as uncomfortably low diastolic blood pressure readings. Her cardiologist just turned up her pacemaker setting from 60 to 70, and increased her dosage of Sotilol from 80mgs/day to 160 mgs/day and of Diltiazam from 90 to 120 mgs. She hasn't noticed any improvement in either fibrillations or weakness associated w/low diastolic readings. She's tiny (less than 90 pounds) & feels the meds are too strong, preferring her old regimen of half a Sotilol 2x a day. We're not committed to this cardiologist, but don't know anyone better in our area. Any advice? Is 70 too high for the pacemaker? Is there any other way to help with the fibrillations and/or weakness?
