I have ugly spots on my legs weven after I shave

I am a 23 year old caucasian woman. I have been shaving my legs for about 13 years. I have tried all different methods of shaving. I exfoliate regularly as well as use moisturizer. The problem I have been experiencing, as long as I have been shaving, is that after I can see little black spots where the hair has been cut. Basically this is the root of the hair folicle still shown under my skin. I have had this problem as long as I have been shaving. I have medium to light colored skin and bark ash blonde hair. The hair on the bottom half of my leg is fairly coarse.
I should note that from time to time the black spots appear more red. This condition is quite obvious, my legs look spotted from far away.

This could be due to dermatitis, eczema or folliculitis.
You need to refrain from shaving and keep the areas cleana nd well moisturised. Consult your doctor if a antibiotic cream is required.
You should allow for allow hair growth and then talk to your doctor about which mode of hair removal would be best in your case.
