white ring around foreskin

My husband recently developed a white ring around his foreskin (he is uncircumcised) and says the skin is really tight and it is painful to try to pull it back. It goes all the way around his penis at the tip of where the skin lays when he is not erect. He is having no other symptoms like itching or urination issues and it doesnt seem to be a rash. He is 34 and there is absolutely no chance of an STD. What could this be and should he go to see a dr? If so should he go to reg dr, a dermatologist, or a urologist. Not sure if this is relevant but he had a vasectomy about a year ago, and he has never had anything like this before.

I am not a doctor (yet, I'm 4th year medical student) but this sounds like a condition called phimosis. The whitish ring you describe is found primarily in balanitis xerotica obliterans, which is a common cause of phimosis.
This is definitely something that should be brought to the attention of a doctor and I'd recommend taking him to your regular family physician, and, if needed, your physician will refer you from there. Treatment options are medical and surgical depending on the severity of the phimosis and underlying infection.
