is it possible for a cortical cyst to be cancer?

Ok I am a 35 year old female, with a history of kidney stones. I only have one functioning kidney. the left never shows sign of function. I have had blood in my urine off an on for about 3 years now. I just went and had ct scan done and got a copy of the record.

The left kidney is atrophic and contains a small cyst measuring 1.6 x 1.6 cm. The right kidney does contain a small calcification of approximately  2 mm which is non obstructing. No hydronephrosis of the right kidney is seen. There is a cortical cyst measuring 1.7 x 2 cm. the periaortic lymph node chain is normal.

No fatty stranding is seen in the region of the right lower quadrant. a density in the right lower pelvis measuring 5 mm may represent a calculus. however, no sign of ureterectasis or pyelectasis was seen on the right and this may be a prominent phlebolith. this finding should be correlated with the patients's clinical symptomatology. other tiny phleboliths are seen on the right. a single phlebolith is present on the left.

following a delay of contrast administration contrast is seen within the caliceal collecting system on the right ureter further suggesting the density in the lower pelvis is phlebolith. No obstructing process is seen. contrast is present within the urinary bladder. no gross visceral enlargemnet is seen within the plevis. No visceropelvic enlargement is identified. ther rectum is midline.

impression: The left kidney is atrophic and shows no sign of function.  The right kidney contains a cortical cyst and small non obstructing calculus

what is a cortical cyst?
is it true that multicyst displastic and renal cell carcinom is hard for a radiologist to tell apart?
