It is normal for some women's breasts to be unequal in size, especially during the first few years of puberty where the woman's hormones may still be irregular, and the breast tissues are responding irregularly to these hormones. There is really no definite solution for addressing this size discrepancy. During your menses, try to notice if the breast will decrease in size or eventually become equal in size. This is usually the time of least hormonal stimulation in the breast tissues.
