My 4 year old son

As I was getting my four year old out of the bath this afternoon, he told me that there was something wrong with his penis. I looked and he has a small purple raised bump on the shaft of his penis. It looks as if there is a small pebble under his skin(i know that is not the case). The bump is directly over a blood vessel. Eventhough he says it does not bother him, he flinched when I touched it, so I belive there might be some discomfort. Can anyone help me and let me know what this bump might be. Should I be so concerned?
