Based on the image you have posted, this appears to be a dermatitis. I do not see the clear reddish demarcation and fine scaling which usually accompanies a fungal infection. The papules or bumps present on the rim of the penis does not seem infectious. It does not look herpetic to me. This may be a dermatitic skin condition. Your tests came back negative for the STD's and you have no discharge and urinary symptoms. I suggest that you have this assessed by a dermatologist (was this done?).
A topical corticosteroid may be able to help here. If we are considering a dermatitis here, there is no definite medical therapy for this.
