Constant Rattling Cough, Not Asthma, any suggestions?

My daughter is 11 months old and has had a constant "rattle" in her chest along with congestion since January.  She's been tested for asthma, cystic fibrosis, allergies, and immune deficiencies.  This started shortly after she started daycare.  The doctors say that she is probably constantly catching one virus after another.  Has anyone else experienced this with daycare?  She was diagnosed with bronchiolitis in January, but there was nothing they could do for it because it was "viral"........if I hear the word "VIRAL" and "THERE'S NOTHING YOU CAN DO" one more time I am going to SCREAM!!!
