In a dark environment your pupil will dialate and as this happens your vision will be affected by higher order aberations.Everyone has higher order aberations to a lesser or greater degree, it could be you have very slight astigmatism also,again many ppl do have a small amount of astigmatism but get by fine without glasses or contacts,
what you are describing viewing at night with streetlights is a natural variant known as the 'ciliary coronis' which is sometimes mislabeled as 'starbursting'
I think you are fine,just too aware of your vision,
