Shortness of Breath, Chest Pain

I'm a 16 year old who is active in running and swimming. Beginning in the middle of the fall swim season, I've gone through periods where I can take only quick, shallow breaths. The air feels as if it is getting stuck behind my collar bone. My coaches thought it might be the thickness of the air (the pool was indoors) and sent me outside, which helped a little. I think it was the rest more than the clear air, though.
I tried an inhaler every day before practice for 3 weeks, but no improvement was noted. Going to my chiropractor more frequently seemed to help. I experienced this problem between November and June only occasionally when I was sitting in a slumped position of lying down.
The very first day of summer swim season, the problem started up again. The pool is outdoors and has a lower chlorine level than the indoor pool did. The problem's progressed and now I have pain in my entire rib cage whenever I breath. The breathing issue is more continuous now, as opposed to being during and right after workouts.

I've been tested for allergies (although not recently) and it doesn't seem to fit my research on exercise-induced asthma. I do have minor sinus issues.

Any ideas as to what this may be?
