My underarms are very dark.Is there any safe cosmetic treatment to
remove the darkness?

I doubt that any bleaching cream will remove the underarm darkness.  Short of surgically reming the dark skin, I know of no way to eliminate this problem in a safe and easy way.

Try using a soapy buffer to wash your arms & remove any deoderant residue. Avoid harsh shaving. Try changing your deoderant - some of them stain.
