Aberrant right subclavian artery

I have had symptoms for the last 2 years that have included coughing when laying down or when I get hot, something around my neck i.e scarf, turtle neck sweater, etc...I often feel pain in my throat or a sensation that I am not swallowing all the way.  I have been very lethargic with trouble breathing that has progressed to weezing at times.  

My doctor sent me for a pulmonary lung function test and a ct scan of my lungs.  He told me that I had mild copd but failed to mention that ARSA-aberrant right subclavian artery was discovered by accident on the ct scan.  My hasband saw it on the ct report and looked it up.  I  also had an angiogram 1 week before ct scan results were in that did not pick up the ARSA.  I have an appointment with my cardiologist Wednesday.  The echo said that I also had a prominent aortic root.  Is this serious?  Should I have surgery to fix this?
