strange bumps in my hands

I've been having this strange bumps in my fingers during all my life, they just come and go once in a while, it's like a lot of small bumps in part of the skin of my fingers that come out and when they leave my skin becomes dry and it starts to come out, it's really uncomfortable. This problem started when I was like 15 years old, at that time I didn't have any sexual activity so I just didn't think it had anything to do with it, but I started with my boyfriend almost a year ago and after we started having intercourse he began having the same problem as I did in his hands. Before I started with him I was diagnosed with HPV, he thinks it has something to do with that, but I don't because I've been having it all my life, but now I doubt about it. Can u tell me what this problem is? how can I make it go away for good? How is that my bf got it? is it dangerous? it doesn't look like but now I'm beginning to worry about this. please help!

oh, I forgot to tell u I'm 21, started my sexual activity when I was 17.
