Is your brother blind in both eyes? Any vision at all? Has he seen a specialist for this recently to see if any changes?
I was told my vision could only have been saved if immediate medical treatment by an opthalmologist was on hand. It happened so fast there was no getting around saving it.
Your brother is lucky to have you checking up on this stuff and caring enough to reach out. I believe what you will find is everyone's experience are different in one way or another, and so what is for one might be different for another. I do know there are studies being done for restoring sight for certain types of blindness. Maybe google "restoring eyesight" or "ocular occlusion" and read through that maybe for answers.
Is your brother listed with the Blind Society? They can be quite useful to get answers and find resources for you/your brother as well.
