Has he really chaged

i have been in a relationship now for on and off for the oast 14 months.We argue alot & things get really bad between us sometimes and he says very hurtful things but now his sayin he wants to change.i have heard this so many times but i love him so much i dont know weather i should get back invovled in that kind of situation because all it ends is tears.Now were in seperate places do you thin it could ever work
