Who Know The Best Doctor

I Have a friend that was shot years ago and the bullit is in the spinal cord that floats in the spinal fluid.
He has been to many doctors and when they locate it and get set for a surgery it moves on them.
What my question is i need to know of a real good back surgen to be able and have the covendence that they can remove this with out any kind of backset as the persion cant walk and so forth.
If you know of any doctors that can perform this type of surgery please let me know.
