are there any inhalers available with out steroids for emphysema?

Yes, there are.  Spiriva® HandiHaler® (tiotropium bromide inhalation powder) is one and Serevent® Inhalation Aerosol (salmeterol xinafoate) another.  Each is a bronchodilator and capable of giving good relief of shortness of breath.
