blood in urine sharp pain in lower side back

my brother has had for the last 2 months i think, blood in the urine and sharp in pain the lower side back my mom and him have been to the doctor so many times they have said it was a kidney stone but it was not they've done test for everything and still nothing now his bleeding from his penis not a lot, the last doctor they saw said it happens with boys who start maturing early my brother started at 9 so we don't know what to think as he still has the back pain and bleeding and no one is giving us a full answer
