vesicoureteral reflux surgery?

My daughter is now 20months old and was diagnosed with vesicoureteral reflux at 4months after getting a UTI. She has been on an antibiotic since 4months old. She recently underwent a follow up ultrasound and VSUG test which showed no changed since she was 4months old. She has 3/5 and 4/5 on each side and her urologists is recommending the surgery since she has not improved at all. Any suggestions/comments you have to help us make this decision would be helpful.
