Hemangiomas are abnormal blood vessel formation that can compress vital structures in the spine. Any strenuous activity can carry the risk of this happening. Exercises that uses minimal neck movements and primarily uses the lower extremities may be appropriate such as brisk walking, treadmills and other similar activities. You should get a clearance from your doctor if you would want to do more strenuous activities such as the rafting.
Regards and God bless.
