It could either be completely excised surgically or potentially treated with a laser.  The surgical excision will guarantee complete removal of the birthmark, but leave some scar - probably minimal.  The laser may not be completely successful in erasing the area.  A consulation with a plastic surgeon will help you determine you best option.
