spinal stenosis

My recent cervical MRI revealed "severe stenosis of the central cord and the neural foramina" at each point from C-3 through C-7.  The impression was "multilevel advanced degenerative change".  I am 77 and my only symptoms are a weakening left leg and a bladder which is becoming atonic.  Would surgery normally be advisable?  What are the risks?  How likely could some recovery result?
