low progesterone

HI, I have not ovulated for a few months - no +OPKs  even though I had EWM and thought I was Oing. My FSH was 13.5 on day 3 of this cycle. I started
Clomid 50mg on day 5, had a positive OPK day 17 had two IUIs and got my progesterone tested on the 8th day after surge. It was 0.91. I am bummed out. does this mean I did not ovulate after all? I am on progesterone suppositories which I started last night. I am 40.5 years old. I have yet to see an RE. Any ideas?
