Pulmonary hypertension are intra heart vessel pressures that relates to the  heart's right side and the lungs.  System hypertension relates to the pressure of system's vessels that the heart pumps against to supply blood/oxygen to tissue cells (that is the systole number).  The lower number is the dystole phase and represents the pressure when the heart is relaxed and filling.
