Buy a penis health creme.  These are made to combat the exact issue you mentioned above.  Apply it daily and you should see a remarkable improvement within a few days.  Get one that has all natural ingredients (Man1 Man Oil is a good creme) though in order to avoid any side effects.  Hope this helps.

MEDICAL PROFESSIONAL
Hi

This sounds like balanitis. Balanitis is a skin condition that affects the head of the penis. It usually includes a fungal infection. Other skin condition like bacterial infections and dermatitis may also comprise balanitis. The risk for balanitis increases when one is not circumcised. Also, this is not necessarily a sexually transmitted disease.

Have the scales microscopically evaluated through KOH examination. This will help rule out a fungal infection. Wash the area gently with a mild soap such as Cetaphil. Do not pick on the scales or forcibly peel off the skin. Apply 1% hydrocortisone cream thinly once daily on the involved areas. Check after two days if the skin improved. If no improvement is noted, have this assessed by your doctor.
