thyroid or not

My daughter is 13 years old very active and she can't seem to loose any weight she keeps gaining.  put her on a diet and that did not even work.  So I took her to the doctor and they tested her thyroid and her levels came back at
a 3.8 is that to high some people have told me that it should not be over 3.0 so can you give me some advice on what i should do next.  thanks Heather Johnson
