HIV Testing without having to wait for 3 months

I have heard about the HIV PCR test and that this one can be taken without having to wait at least 3 months for the ELISA antibody test but that a negative test result with the PCR should be confirmed with an antibody test after 3 months.

I have 2 questions now:

- is my statement above correct and
- when - after a potential infection - can this HIV PCR test be taken? I have heard time ranges from 48 hours - 28 days.

PCR tests are not approved diagnostic tests.
