oyygen levels

My mother is 74 years old. She has copd, diabeties, high blood pressure, atrial fib, mitral stenosis, congestive heart failure, and an enlarged heart. In the last few months, her oxygen level has been up & down. At the Dr yesterday it was 68-70. She is on oxygen (2 liters) 24/7. He acted like it was no big deal. I think she is probably getting into the end stages of her copd. She still lives by herself. I need to know what to do? When is low oxygen a true emergency that I need to seek help?
