4 Year Old (Male) will not potty train

My Son is 4 and 1/4. If he is wearing nothing on his bottom he will pee and (very) occasionally poop in the potty, and he will occasionally pee in a travel potty. If he is wearing underpants he will have accidents (both pee and poop) most of the time. When he goes to preschool in a few months they will want him to wear pull-ups if he is not trained. Pull-ups (which he wears at night) he uses like a diaper. Any suggestions? Tonight he diapered all his stuffed friends.
