dry-flaky skin on genitals

well a couple of months ago i saw a minor discoloration in in the base of my pennis and then it started to itch and i scrached a lot, but didnt think of it as something serious. Currently the discoloration has become dry-flaky skin than when i scrach it peels off quite easy and a bit scared.
My questions are:
Is it some kind of STD?
What specialist whould be the adequate to me to go to?
