penis skin

hello everybody
i have my penis circumcised when i was a baby and i feel that the skin in the removed region seems to be weak
and there are some very small holes and there is some strange white material seems to be under the skin and sometimes it appears through the tiny holes it is white colored and soft .
i have some skin between the head of the penis and the area located before the circumcised skin and under it the skin is weak too and seems to be circumcised(there is a separation between the this skin and circumcised skin) so i think the doctor may add it ? because of any problem !!! or it is a bridge or what and sometimes i get hurt after masturbation, can this skin affect the length of penis during erection and what is it and can the doctor help in any correction ?
