High TSH level after thyroid ectomy and RAI therapy

My mother had total thyroid ectomy 2 months ago and she received RAI therapy 3 weeks ago. Despite that her TSH level is still high(80). What might be the cause of this? She is currently taking 150mcg Synthyroid, but its not effectively decreasing her TSH level.
