6 year old girls touching other girls

My 6 year old step daughter is touching another 6-7 year old girl in her camp.
What could this mean and how do we handle this? Is it normal at this age?
She is with us a total of 25% and with mommy the rest of the year. Mommy lives with another woman in the same bedroom and the 2 daughters have their own rooms. Mommy still picks her up and lets her climp alll over her.
we don't allow this in our home.
