Is having low risk hpv on your cervix the same thing as actually having a wart on it or is it just cell changes from the virus?  Also does your penis actually touch a womans cervix when you have sex?

low risk does not go on the cervix.....high risk does...low risk warts can line the vaginal walls.yes penis bumps cervix during sex...this is how cervix usually gets high risk hpv...from penis minus a condom!
