Strabismus or not? in 15 month old

About 6 months ago, my daughter, then 9 months old, suddenly lost the ability to move her right eye to the right. She would "track" objects from the left to mid-point (straight on), then her right eye would stop while her left eye continued "tracking". We took her to her Dr., then to a specialist. By the time she saw the specialist- about 2-3 weeks from the onset- the condition cleared up on its own, and she regained normal use of her eye. The specialist found nothing wrong.
Last Friday, the condition suddenly re-appeared, the same as described above. She has an appointment to see the specialist again. What I am wondering, is: Can strabismus re-occur like this, or is it likely something else? Also, could it be neurological, and should she see a neurology specialist? Any other information you can give me will be greatly appreciated, too. Thank you.

This certainly at least raises the suspicion of a neurologic condition like a cranial nerve palsy.  Hopefully it is just straightforward childhood strabismus but could also be a strabismus syndrome like Duane's Syndrome.  A pediatric ophthalmologist should be able to answer all your questions.

Thank you. She will see her pediatric ophthalmologist tomorrow. Until then, I will research the conditions you mentioned, and get my list of questions ready!
