I do understand how discomforting this is. This to me sounds like a dermatitic skin condition. Characteristics of dermatitis are: chronic, recurrent and may be triggered by external factors like sweat, heat, exposure to dust, certain diet and stress. Dermatitis may also occur at preferred times of the year. You have mentioned that this usually occurs during the summer months.
There is really no single effective therapy for dermatitis or eczema. Topical corticosteroids have been the mainstay in controlling the flares associated with dermatitic skin conditions. Triggers like sweat and heat may be controlled. That is, try to keep the affected areas dry and clean as much as possible. You may apply antiperspirant powder on the affected areas provided there are no gaping wounds. If the affected skin present with a discharge, then you may have the discharge cultured or gram stained. This will help determine if an overlying infection is present. You may need oral antibiotics for this.
