It seems that the lesion that you have described here is actually due to the release of sweat from the sweat pores and their obstruction causing the development of what is known as Keratosis Pilaris.
They develop due to increased activity of the sweat glands, and can be cured by wearing cotton clothes and staying in cool areas.
They are benign and have no complications other than infection if they are scratched and removed.
