enlarged blood vessels in both eyes

I'm having some serious issues with enlarged blood vessels in both of my eyes. My eyes appear to be red all of the time; it's not a good appearance. I've gone to several eye doctors (optometrists and ophthalmologists) for help but to no avail. I've tried over-the-counter eye drops to try and alleviate the problem, but I think they made the situation worse.

Is there a surgical procedure that can be preformed to reduce the size of the blood vessels? If there is, what eye physician should I consult? As mentioned--I've already talk with optometrists and ophthalmologists, so who would be a logical choice?

What is a 'Quarterized' procedure?

If the eye is normal then the veins would not be operated on. See a cornea specialist. Find one at www.aao.org    the term is "cauterized" and it means to burn.
