My period is a little over 3 weeks late and I took a pregnancy test, which was negative, am I pregnant?

I am only 16 years old. My nipples are sore but I have these little abdominal cramps that makes me feel like I'm about to get my period. I don't understand what's going on.

I am 3 weeks late and have headaches, cramps, nausea, constant urination, back pain, mood swings, all the symptoms I had with my first 3 pregnancies but 2 tests have come back negative! I don't have health care right now and live to far out of town to go get tested, what should I do? how much longer should I wait before I pay to go to a doctor??
