small, painless red bumps

about 2 weeks ago, after i took a shower i noticed some red bumps in the area were my pubis hair is, i usually shave so my first thorught was ingrown hairs, but as i've been doing some research on line, i'm kinda thinking it could be something else. the bumps are only around the shaft of the penis and only where there is pubic hair, they do not itch, or hurt even if i push on them. i broke one while in the shower but it did not have any puss or anything of the sort. they are somewhat scattered, but some are in smaller patches together. any ideas on what it could be?
