I have having ED and PE problems. Could this be a sign of poor circulation. My blood pressure is fine.

By Ed you mean erectile dysfunction, not sure what PE is. But vascular problems are only one of the many causes ( nervous, depression, etc) of erectile dysfunciton. Sek out the advice of your general practicioner who is more familiar with your medical history to see what the specific cause may be in your case.
