MULTI disabilities

My son was born in 1996 as a pre-mature baby and thru CS, he had bacterial infection while he was in the incubator.
Suffered a lot during his stay at the hospital;
at age of 4 mos I took him to the states as he was diagnosed ROP stage 4 & 5 in both eyes;
2 Surgeries were conducted to him in order to restore his vision but no chance;
additional disability were noticed that he is having  hearing loss and since then he is using hearing aids with no progress on his speach capabilities;
now he is a boarding school in Jordan for 2 years but not much have been achieved due to the fact that such special centers are not capable to handle multi disabilities~

I hope that any one can update me or advise on what progress in medicine took place in order to assist such unfortunate kids!!!!
