Can someone explain Central stenosis at L4-L5, L3-L4, and L2-L3 due to annular disc bulging and ligamentous hypertrophy?

This is a narrowing of the spinal canal due to herniated discs.
I believe this means that due to the discs bulging inward toward the spinal cord
it's causing a narrowing of the spinal canal, but this can also happen over time
from bone spurs forming.
