Shocking Pain

On left side of neck at the base of skull- shocking pain. Have had it for about 10 years that i can remember. Once has caused tingling and numbness to the left side of tongue. (only lasts seconds)
Now for the past 2 weeks, certain placement of right foot causes a shocking pain. (only lasts about a second or so)
The other day i shocking pain in my hand and down my fore arm. Only lasts a second
Day after, same shocking pain in my hand and down my forearm. Only lasts seconds.
