Eye Skin Irritation

I am 14 years old and concerned about my skin underneath my eye.

Recently in the past three weeks a red dry rash has appeared underneath both eyes, more developed on the left.
I went to the doctor and she said it was a type of exzyme begining with B i can't remember. The cream she gave me was Hydrocortisone 1%.

It has not gone away completley with the cream she provided me with and my mother insists its because of my very minimalistic eyeliner and contact lenses. I have been without both for the past few days and it seems to be clearing.

But i would like to know what it is, how it can be avoided and what causes this.

Please any help given would be greatly appreciated.
