I had the same conditions dry, itchy flaking scalp. I found that using Head and Shoulders 2-in-1 shampoo works great for me in relieving my dry itchy scalp. The only thing I can think of at this point, from viewing the picture you sent, is dried on smegma, which is basically a cheesy foul smelling coating that forms inside the male foreskin of uncircumcised males. Do you regularly wash the inside of your foreskin after masturbation with warm soap and water? I think this may eliminate that problem on your penis.
