Mouth Rash

My daughter has a recurring problem with a rash around her mouth. When she was younger, we thought it was tomatoes but the problem persisted even after changing her diet. Then we thought it was chlorine. Now it seems it is caused by the sun. It starts out feeling sore and then gets red around her mouth and appears dry. A dermatologist said use chapstick.
