facial rash all the way to the neck

Hi, I went to a dermatologist before and they said I might have eczema but at the same time another dermatologist said it's just some sort of allergy. I have red itchy skin on my face on my t zone and cheeks. It gets really itchy especially when I'm stressed or when it gets warm. So summer days are not so good for me and winter is great. It's not dry or anything just red and itchy. At the same time I have little red spot rashes on my neck. They gave me some anti-inflamatory ointment but it didn't really work, cotisone cream would give some short term relief but that's all. Does anyone know what this condition is? Help! Just want to know if there's any treatment out there that can help me get rid of this.allergy101
