If she is having trouble breathing, then there is a chance of her lungs beginning to fill with fluid. The only test for that is a chest xray. If her lungs show up white, then it indicates the need for a breathing treatment, at the very least, and perhaps the lasix to keep the fluid level down.
If her lungs aren't filling with fluid, she could also be experiencing a change in her heart condition.
Either way, if it were me, I would be making a doctor's appointment. Asking for the the chest xray, and if it showed nothing, then I would be asking for a referral to a cardiologist.

To test for swelling, lightly touch your mother's lower leg with the tip for your finger. After a couple of seconds, remove your finger, and check for an indentation. If the indentation is showing, then she needs to be seen by a doctor, and perhaps prescribed lasix, or some other diurectic.
