It's called a foreskin and is a normal,healthy body part meant to protect the head of a penis and for pleasure.

In the U.S.A. it is common to be cut. Other countries it is common to be uncut. It's grand to have your foreskin, but if you don't, just make the best of it and enjoy your penis the way it is.
